Who Owns the Pipe From the Street to Your House in the Harrisburg Area?

When water shows up where it should not, the first question is whose pipe it is. In the Harrisburg area the answer depends on which utility serves your address. That answer decides whether you call the utility or arrange a repair yourself.

Capital Region Water. Capital Region Water serves the City of Harrisburg and parts of Penbrook, Paxtang, Steelton, Susquehanna Township, Swatara Township and Lower Paxton Township. The utility owns the mains. The homeowner is responsible for the service line between the main and the house, and for the sewer lateral.

What the CRW assistance program covers. Capital Region Water's assistance program applies only to the public right-of-way. On the water side that means the stretch from the curb stop to the main. On the sewer side it means the stretch from the curb-line demarcation or cleanout to the main, and repairs on private property are not covered.

Pennsylvania American Water. Pennsylvania American Water serves Camp Hill, Lemoyne, New Cumberland, parts of Enola, the Hershey system and Palmyra. It owns the main up to the curb stop, and the owner owns the line from the curb stop into the building. So the split point is the curb stop, not the main.

Lead and galvanized lines. Pennsylvania American Water replaces customer-side lead or galvanized lines at no direct cost to the customer. About 5,300 lines in the Mechanicsburg area were still of unidentified material as of May 2026. Capital Region Water notes that lead may still be present in customer-owned service lines in older Harrisburg properties.

CRW's inventory map and potholing. Capital Region Water keeps a service-line inventory with an interactive map and mails owners of potential lead or galvanized lines. Where a line is unknown, the utility digs a small test hole near the curb stop, which is called potholing, to check the material. Look up your address on the map before you assume your line is copper.

Veolia areas. Veolia operates the water and sewer systems in Middletown under a concession agreement with the borough, and it also serves parts of Lower Paxton and Dauphin. In Lower Paxton the supplier can be Veolia or Capital Region Water depending on the address. We have not confirmed Veolia's exact ownership split here, so check your own bill and ask the company where its responsibility ends.

Why this matters when something fails. A leak on the owner's side of the line is the owner's to arrange, and water line repair covers how that job works.
